Civil liability insurance in Ukraine is mandatory, so every driver is obliged to buy a civil liability insurance policy. However, some categories of the population can buy a policy at a 50 percent discount, and some are exempt from obtaining a civil liability insurance policy altogether.

Due to the recent events in Eastern Ukraine, combatants are exempt from purchasing a civil liability insurance policy. Features of civil car registration for the military

The legislation of Ukraine defines two categories that have privileges for civil car registration:

• Participants of war, disabled people of group 2, Chernobyl survivors and pensioners have the right to a 50% discount;
• Participants of hostilities, disabled people of group 1, disabled people of war have the right not to register a civil car.

Thus, veterans have a 50% discount on the full cost of a civil car, and participants of hostilities are completely exempt from purchasing insurance.

A police officer can stop a car and ask to provide a civil car registration. If you are exempt from purchasing a CTPV, you must have an appropriate document with you, on the basis of which you can not buy a policy.

If a participant in hostilities is found to be at fault in a road accident, he will not have to pay compensation to the victim. The Motor Transport Insurance Bureau of Ukraine will compensate the damages for the culprit at the expense of money from the Victims' Protection Fund.

Policy Cost

Prices for a civilian car for military personnel with a 50% discount are calculated according to general rules, after which half is deducted from the cost. The cost consists of the basic annual payment (tariffs are determined by the state) and coefficients. The coefficients, in turn, depend on a number of factors, including the type of vehicle, engine capacity, place of registration, purpose of use of the vehicle, and driver's experience.
